The current economic state of Eastern Europe is MDC. Although 4 out of the 10 countries are NICs, 6 are MDCs. If the majority are MDCs, that makes the sub-region a MDC. Characteristics that make these MDCs are a high HDI ranking, GDP, and per capita income. One more important thing in naming a place a MDC is that there should be a much greater percentage of people in the 3rd economic sector than the 1st or 2nd.
All the countries that are members of the EU are MDCs. The few countries in Eastern Europe that are not apart of the EU are Belarus, the Republic of Moldova, Russia, and the Ukraine; all of which are NICs. And advantage of the EU that most likely makes these smaller countries more developed is since there is shared wealth, they receive money from larger countries. Also, the EU increases job opportunities which increases the amount of money the country receives. One reason there are many countries not apart of the European Union are the requirements to get in are extremely hard and it can threaten some of the powers a nation possesses.
